Chevron Affiliate Moves on $37B Tengiz Expansion Project in Kazakhstan
Chevron Corporation announced Tuesday that its 50 percent owned affiliate, Tengizchevroil (TCO), has approved a major expansion project at the Tengiz oil field in Kazakhstan that will increase crude oil production at the site by about 260,000 barrels per day.
The Future Growth and Wellhead Pressure Management Project (FGP-WPMP), is currently estimated to cost $36.8 billion, which includes $27.1 billion for facilities, $3.5 billion for wells and $6.2 billion for contingency and escalation.
“The Future Growth and Wellhead Pressure Management Project represents an excellent opportunity for the company,” said Chevron Chairman and Chief Executive Officer John Watson in a company statement.
“The project builds on a record of strong performance at Tengiz and will add value for Chevron and its stockholders,” he added.
The project will raise TCO’s total production to approximately 1 million barrels of oil equivalent per day. WPMP maximizes the value of existing TCO facilities by extending the production plateau and keeping existing plants producing at full capacity. FGP will use sour gas injection technology, successfully developed and proven during TCO’s previous expansion in 2008, to enhance oil recovery. First oil is planned for 2022.

India Eases Gas Prices in Bid to Seek $27 Billion Investment
India announced steps to attract investment in the nation’s oil and gas industry on Thursday to help meet Prime Minister Narendra Modi’s goal of cutting import dependence.
The nation’s cabinet approved measures including giving pricing freedom to explorers for natural gas extracted from deepsea fields that start production this year, except those under litigation, according to an oil ministry statement. The step will help boost gas output by 35 million standard cubic meters a day and unshackle projects worth 1.8 trillion rupees ($27 billion), Oil Minister Dharmendra Pradhan said.
Modi has made energy security a priority for the country, which imports most of its oil and gas. The initiatives may attract companies such as Exxon Mobil Corp., Chevron Corp. and Royal Dutch Shell Plc that have stayed away from India’s exploration-block
auctions since they began in 1999.
The country should incentivize gas production from deepwater, ultra deepwater and high pressure, high temperature areas, which haven’t been exploited because of cost and risk, India’s Finance Minister Arun Jaitley said on Feb. 29.
“Our aim is to attract investments, boost production and take away government discretion,” Pradhan said at a briefing in New Delhi.

Sound Oil Abandons 2nd Nervesa Appraisal Well
Southern Europe and Mediterranean-focused Sound Oil has decided to abandon the second appraisal well on its Nervesa discovery in northern Italy pending a possible sidetrack at the well, the junior energy firm reported Tuesday.
Sound said that despite the confirmed presence of gas and the completion of re-perforation and stimulation operations in the lower section of the well’s target reservoir, the company had been unable to secure a stabilized flow rate. Consequently, Sound has concluded that the lower section of the target reservoir is insufficiently permeable to flow gas.
With no material gas shows in the upper section of the target reservoir, Sound has decided to abandon the well – although the firm also plans to retain the top-hole facilities at the site in anticipation of a future sidetrack.
Sound said that it will now focus on achieving first gas at the first Nervesa well while also preparing for its first well on its recently-acquired interest in Morocco.
Sound CEO James Parsons commented in a company statement that he was “disappointed” that the level of permeability encountered in the well was insufficient but that the company remains “very well positioned with a diverse and well balanced portfolio of assets in Italy and Morocco and a strong cash balance”.

Egypt is going through its worst energy crisis in decades, with increasing consumption and declining production turning the country from a net energy exporter to a net importer over the past few years.
Egypt has extended tender periods in the past when there was not enough interest or when potential bidders requested more time to complete evaluations.
EGAS vice-president Mahfouz al-Buny told Reuters the period was extended at the request of a number of companies who wanted further details on the blocks available, and to give firms time to evaluate the four new blocks up for tender.
The four additional blocks are Northeast Habi Marine, North Farma Marine, North Tabiya Marine and Northeast Amiriya Marine, EGAS said.
The original eight blocks are West Arish Marine, East Port Said Marine, North Rumana Marine, North Ras al-Ash Marine, West al Timsah Marine, South Taneen Marine, North Hammad Marine and East Alexandria Marine. The 12 blocks together cover a total of 20,548 square km (7,934 square miles). The foreign companies already exploring for oil and gas off Egypt’s north coast include Italy’s ENI and Britain’s BP and BG.
